新型コロナウイルス感染症に関する市長コメント（4月7日午後4時掲載）

市民の皆様には、新型コロナウイルス感染症拡大防止に向けた取り組みについて、ご理解とご協力をいただき、お礼を申し上げます。
　
改正特別措置法に基づく諮問委員会の了承により、本日中にも緊急事態宣言が、発令されようとしています。東京都や千葉県、埼玉県など、茨城県の周辺地域が、緊急事態宣言の対象地域となっており、期間は1ケ月程度と見込まれています。これらの地域では感染者の増加に加え、感染経路が特定できない事例も増加しています。
つくばエクスプレスにより都心と直結している、守谷市は、これらの地域との往来が多く、感染拡大のリスクも類似するものと判断しています。
　
守谷市においては、いずれも感染経路が判明している市内居住の2名の方が、新型コロナウイルスに感染しています。現時点において、感染経路が不明な市内感染者は確認されておりませんが、茨城県が示す、感染確認・リスクの状況において、「感染拡大要注意市町村」であることから、いつオーバーシュートが発生してもおかしくない、予断を許さない状況が続いていると考えています。
　
現在、守谷市では4月2日の茨城県知事による外出自粛要請を受け、市民の皆様に不要不急の外出について自粛いただくようお願いをしています。また、新学期の学校再開においても、感染拡大防止と子どもたちの安全確保を最優先するため、市立の小・中学校全13校を4月8日（水曜）から5月6日（水曜）まで、臨時休業するとともに、市内の公共施設の一部でも5月10日（日曜）まで、利用を休止させていただいている状況にあります。
　
市民の皆様には、引き続き大変なご不便をおかけすることになりますが、今ここで、感染拡大を防止することが、安全・安心な生活につながります。私も、全力で感染拡大の防止に努めてまいりますので、市民の皆様には「こまめな手洗い」「咳エチケット」といった基本的な予防対策の徹底を、重ねてお願い申し上げます。
　
さらに、感染リスクの高い「密閉」「密集」「密接」する場所を避けていただき、全ての年代の方々はもとより、感染した場合、重症や死亡のリスクが高いとされる高齢者の皆様には、特に、不要不急の外出、週末の外出については、お控えくださいますよう、引き続き、ご協力をお願い申し上げます。
　
最後に、改めて、市民の皆様、お一人お一人の行動が最も重要となりますので、ご理解の程、よろしくお願い申し上げます。

This is Nobuhisa Matsumaru, the Mayor of Moriya.

First of all, I would like to thank all citizens of Moriya for your understanding and cooperation regarding the efforts for prevention measures against the spread of the Coronavirus Disease 2019 (COVID-19).

On the basis of a recently amended law, the government of Japan, after confirming the approval of an advisory committee, will presumably declare a state of emergency within today. This state of emergency is expected to have a duration of one month and the designated areas include the prefectures Tokyo, Chiba and Saitama, which are in close proximity to Ibaraki prefecture. In these prefectures, the number of infections is rising and cases with an unknown route of infection are increasing.

Since Moriya is directly connected to the center of Tokyo via Tsukuba Express train (TX) and there is frequent traffic between Moriya and the affected areas, the infection risk can be considered to be similar.

Two residents of Moriya are infected with the novel coronavirus so far, but in both cases the route of infection has been confirmed. At the moment, there is no confirmed case with an unknown route of infection in the city. However, since Moriya has been declared by Ibaraki prefecture as one of those municipalities where special attention towards the spread of infections is necessary, an overshoot of infections could possibly happen and the situation requires great caution.

On April 2nd, Moriya city was urged by the governor of Ibaraki prefecture to ask citizens to refrain from going outside and therefore, citizens are requested to avoid all unnecessary and non-urgent outings. As regards the re-opening of schools for the new school year, the 13 municipal primary and middle schools remain temporarily closed from April 8th (Wednesday) to May 6th (Wednesday) to prioritize the prevention of a further spreading of the infection as well as the children’s safety. A part of the public facilities in Moriya will also not be available for use until May 10th (Sunday).

While this situation is a great inconvenience for all citizens, preventing the spread of the infection right now is closely related to the security and safety of our daily lives. I will do everything in my power to contribute to preventing a further spread of the infection and therefore, I would like to ask all of you to thoroughly follow the basic preventive measures, such as washing your hands frequently and practicing cough etiquette.

Furthermore, I would like to ask all of you regardless of age, and especially elderly citizens who are more likely to be affected by severe symptoms or death in case of an infection, for your cooperation to avoid all unnecessary or non-urgent outings and to stay at home during the weekends. In particular, please avoid places posing a high infection risk, which are characterized by the “three C’s”: confined and crowded spaces where people are talking in close proximity.

Finally, I would like to ask again for your understanding, because the actions of each and every one of us are of great importance in light of the current situation.
