新型コロナウイルス感染症に関する市長コメント（4月15日午後5時掲載）

　
市長の松丸修久でございます。
　
皆様には、新型コロナウイルス感染症拡大防止に向けた取り組みについて、ご理解とご協力をいただき、厚くお礼を申し上げます。
　
東京都や千葉県など、守谷市の周辺地域が緊急事態宣言の対象地域になるなど、市民の皆様は、大きな不安を感じていることと思います。市民の皆様の安全と安心を、少しでも確保するため、マスクとマスクインナーを、5月中旬までには、皆様のお手元に、お届けできる段取りとなりました。
　
また、不足している消毒液に関しても、市内の企業様からの贈呈や、消毒液の生成器の購入の目途が立ち、4月中には福祉施設などへ、5月初旬には、各地域に配布可能となります。更に、市民の皆様の感染リスクの低減と、売り上げが減少している個人経営の飲食店舗に対する支援策として、仮称ではありますが「テイクアウト応援クーポン」を全世帯に配布いたします。
　
先般、国の緊急事態宣言後、対象地域から、守谷市内への流入人口が増加しております。特に増加が著しい、パチンコ店については、流入人口を少しでも減らし、感染リスクを抑える必要があることから、4月10日 金曜日に、市内に店舗があるパチンコ事業者に対して、強く、営業の自粛を、お願いいたしました。引き続き、事業者には、近隣自治体、茨城県と連携して、営業自粛について、申し入れを行ってまいります。
　
茨城県南に位置する守谷市は、実態として首都圏に属しており、感染拡大警戒地域といっても過言ではありません。医療崩壊も起こりかねないこのような状況下においては、行政においても、感染者が出た瞬間に「行政崩壊」の危機に陥る可能性があります。市民の皆様の防波堤であり、情報収集・情報発信機関、危機管理機関である市役所が崩壊すれば、市民生活の崩壊につながります。
　
この最悪の事態を回避するため、現状を緊急事態と捉え、市役所の崩壊を避けるため、また、万が一の際のバックアップ要員の確保を図るため、出勤者の分散や交代制勤務、テレワーク等を行うこととし、市民生活を支える業務などを除き、業務の縮小・延期等の対応を図っていくことといたしました。このことから、市民の皆様には、ご不便をお掛けいたしますが、ご理解を、お願いいたします。
　
過去に経験をしたことのない、大変厳しい状況が迫っており、今が正念場であります。
市民の皆様には、引き続き、不要不急の外出自粛を、強くお願いいたします。
　
皆様のお一人おひとりの行動が、大切な命を守ることにつながります。

This is Nobuhisa Matsumaru, the Mayor of Moriya.

I would like to express my heartfelt thanks to you for your understanding and cooperation regarding our efforts to prevent the spread of the Coronavirus Disease 2019 (COVID-19).

The state of emergency has been declared for regions in close proximity to Moriya city, such as Tokyo and Chiba prefecture, and I am sure that many citizens of Moriya feel great uncertainty. As an effort to contribute to your safety and security, we have arranged to provide masks and mask inlay sheets to all of you until mid-May.

Also, regarding the lack of disinfectant solution, thanks to donations from local companies and the planned purchase of a disinfectant generator, it will be possible to distribute disinfectant solution to welfare facilities in mid-April and to all areas of the city by early May.
Furthermore, to reduce the infection risk of citizens and at the same time support independently operated restaurants, whose revenue has decreased, we will distribute “take-out coupons” to all households.

Recently, the number of people from those regions for which a state of emergency was declared coming to Moriya is increasing, with a rise of people visiting pachinko parlors, in particular. Therefore, in order to decrease infection risk, the pachinko parlors in Moriya city were strongly requested to refrain from doing business and in cooperation with neighboring municipalities and Ibaraki prefecture, we will continue to make our proposal to business owners.

Being located in the south of Ibaraki prefecture, Moriya is part of the Tokyo metropolitan area and therefore it is no exaggeration to say that the spreading of the infection requires great caution. A health care collapse could possibly happen under the current circumstances. Likewise, a “public administration collapse” could occur as well, if infections spread among city employees. The city hall is a bulwark for the citizens of Moriya, gathering and sharing information and taking care of crisis management. If public administration collapses, this would also lead to the disruption of civic life.

To avoid this worst-case situation, we treat the current situation as a state of emergency. To protect the operations of city hall and to have staff available for back-up purpose in case infections spread, we are taking preventive measures such as city employees working on a rotating shift system and using remote work. Other than operations which are crucial for civic life, some operations might also be temporarily restricted or delayed. I would like to ask for your understanding regarding the inconveniences this situation may cause.

This extremely severe situation is something we have never experienced before and right now we have reached a crucial point. I strongly request all citizens of Moriya to continue avoiding all unnecessary and non-urgent outings.

I am asking for your kind understanding going forward, because in order to protect precious lives the actions of every single one of us matters.
