緊急事態宣言拡大に伴う市長コメント（4月17日午後4時掲載）

市長の松丸修久でございます。

緊急事態宣言が全都道府県に発令され、茨城県は、東京都や千葉県と同様に、重点的な対策を進める「特定警戒都道府県」にも指定されました。

つくばエクスプレスにより都心と直結している守谷市は、実態として首都圏に属していること、緊急事態宣言地域の周辺地域であったことなどから、感染拡大のリスクも同様との認識にたち、警戒を強めてまいりました。
また、大井川知事は4月16日の記者会見で「短期間で感染を終息させるため、一気に人の流れを止めるのが賢明」としており、まさに、今が、この難局を乗り越えるための重要な岐路であると考えております。

皆さんお一人お一人の行動が、家族や自らの命を守り、社会を守ることにつながります。市内でのオーバーシュート（集団感染）を防ぐため、市民の皆様に改めてお願いいたします。曜日や時間を問わず、不要不急の外出をお控えください。そして、市内の事業所におきましては、可能な限りテレワーク等を活用して、従業員の皆さんが外出しなくても済むような対応をお願いいたします。

また、「密閉」「密集」「密接」の3密が重なりやすい、パチンコ店やカラオケ店、ゲームセンター、ナイトクラブ等におかれましては、営業自粛や時間短縮等について、ぜひとも、ご協力くださいますようお願いいたします。

最後に改めて、市民の皆様、お一人お一人の行動が重要となります。この難局を乗り切り、大切な命を守るため、ご協力の程よろしくお願い申し上げます。

This is Nobuhisa Matsumaru, the Mayor of Moriya.

The state of emergency has been declared for all prefectures of Japan. Just like Tokyo and Chiba prefectures, Ibaraki prefecture has been declared as a “special alert prefecture”, where concentrated measures are to be taken.
Moriya is part of the Tokyo metropolitan area, being directly connected to the Tokyo city center via Tsukuba Express train. Also, the city is bordering on regions where the state of emergency was first declared. Therefore, we have considered the infection risk to be similar and have already tightened our security measures.
In a press conference held on April 16th, the governor of Ibaraki prefecture Kazuhiko Oigawa stated that “the best way to contain the spread of the infection in a short time is to stop the flow of people all at once”. Right now, we are at a crucial turning point to overcome this crisis.

The actions of each and every one of you will contribute to protect the lives of your family, your own life and society as a whole. To avoid further infection clusters and an overshoot of infections, I would like to request you again to refrain from any unnecessary and non-urgent outings at all times. Additionally, I would like to ask local businesses to let their employees work from home, if possible.
Also, I am asking the owners of businesses such as pachinko parlors, video game arcades and night clubs to take measures like voluntary temporary closure or shortening of business hours, because these establishments are particularly at risk for overlapping of the ”three Cs” - closed and crowded spaces where people are in close contact with each other.

The actions of each citizen are of great importance. I am asking you for your cooperation to overcome this crisis and to protect precious lives.
