緊急事態宣言の解除に伴う市長メッセージ（5月15日午後5時掲載）

市民の皆様
市長の松丸修久でございます。
　
市民の皆様をはじめ、事業者の皆様には、これまで長期間にわたり、新型コロナウイルス感染症拡大防止に向けた取り組みについて、ご理解とご協力を賜り、心より感謝を申し上げます。
　
国は、昨日、専門家会議の意見を踏まえ、茨城県を含む39の県の緊急事態宣言を解除いたしました。
しかし、 守谷市との往来が多い、東京都や千葉県、埼玉県など、茨城県の周辺地域では宣言が継続することなどから、一気に規制の緩和をすることにはなりません。国が示す「新しい生活様式」を徹底する必要があります。マスクの着用、人と人との適切な距離の確保、手洗いなどの基本的な感染対策など、「新しい生活様式」の実践に継続して取り組んでいただくようお願い申し上げます。
　
皆様には、ストレスや疲労の蓄積、厳しい経営状況など、大変なご苦労とお察し申し上げます。我々も、市民の皆様の健康と命を守るため、日夜努力を続けております。マスク、マスクインナー、テイクアウトクーポン券のセットや、消毒液の一日も早い配布、自宅にいる時間が長くなり利用が増えることから上下水道の基本料金の半年間の減免など、職員一丸となって取り組んでまいりました。また、10万円の特別定額給付金の早急で確実な配布を始め、その他国から示された様々な支援制度の実施に向けても、職員一丸となって取り組んでおります。先日は議会の承認をいただき「守谷市新型コロナウイルス感染症緊急対策基金条例」を制定いたしました。感染拡大の防止や予防対策、地域経済の回復や、社会活動の再開に向けた取組に使用していきたいと考えております。市民の皆様をはじめ、守谷市にご縁のある方々のご理解をいただければと思っております。
　
専門家会議の協議では、長期的な対応が必要だとされております。ウイルス感染拡大の第2波、第3波に対応する準備はもとより、台風シーズンが近づく中、新型コロナに加え自然災害時の避難所の対策なども視野に入れながらスピード感を持って対策をしてまいります。今後も引き続き、市民の皆様の平穏な日常を取り戻すため、市独自の施策を加速、推進してまいります。
　
今日の成果をつかんだ、これまでの皆様のご努力とご協力に感謝と敬意を表するとともに、今後も引き続き、身近な家族を守り、社会を守るために、「新しい生活様式」を実践していただきますよう重ねてお願い申し上げます。

Dear citizens of Moriya,
This is Nobuhisa Matsumaru, the Mayor of Moriya.
I would like to thank all citizens, as well as local businesses, for your understanding and for your cooperation over an extended period of time to prevent the spread of COVID-19.
　
Japan has lifted the state of emergency in 39 prefectures (incl. Ibaraki prefecture) yesterday, based on the opinion of the government’s expert advisory committee.
However, the state of emergency continues in our neighboring prefectures Tokyo, Chiba and Saitama. As there is frequent traffic between these prefectures and Moriya, the restrictions will not be lifted all at once. The “New Lifestyle” announced by the government has to be thoroughly implemented. Please kindly cooperate by following the standard precautions for infection prevention such as wearing a mask, keeping a reasonable distance from other people and washing your hands regularly.
　
The current circumstances are probably a heavy burden for many of you, leading to stress and exhaustion, as well as financial distress. We are working around-the-clock to protect the health and safety of all citizens. City employees are continuously making an effort together, which has so far resulted in the delivery of a set of masks, mask inlay sheets and takeout coupons as well as the distribution of disinfection liquid. Additionally, the basic rates for water and sewerage services will be decreased for half a year as utilization is expected to increase since everybody spends more time at home.
Furthermore, we are making efforts to start the swift and steady distribution of the special fixed-amount cash-handout of 100,000 yen per person, and we are preparing the implementation of other support measures indicated by the government as well. A few days ago, approval by Moriya city council was received and the regulations regarding funds for urgent COVID-19 countermeasures have been established. These funds will be used for measures to stop and prevent the spread of COVID-19, to revitalize the local economy and for efforts to resume social activities. To all citizens and all people with close ties to Moriya: I appreciate your understanding in this matter.
　
According to the government’s expert advisory committee, long-term measures are necessary. Primarily, measures to react to a second or third wave of COVID-19 infections have to be prepared. Additionally, in light of the approaching typhoon season, we have to consider anti-coronavirus measures at evacuation shelters in case of a natural disaster. Moriya city will continue to develop swift and unique measures in order to restore daily life as we know it.
　
Thanks to the efforts of all of you up until now, the positive result of overcoming the state of emergency could be achieved, which I appreciate greatly. Please continue to protect your close family and our society as a whole by practicing the “New Lifestyle”.
