新型コロナウイルス感染症に関する市長メッセージ（8月6日掲載）

皆様
市長の松丸修久でございます。

市民の皆様、事業者の皆様には、新型コロナウイルス感染症拡大防止に向けた取り組みについて、多大なるご協力を賜り厚く御礼申し上げます。

また、これまで多くの個人や団体からマスク等の物資のご支援や守谷市新型コロナウイルス感染症緊急対策基金へのご寄付をいただき、心より感謝申し上げます。
ご支援いただいた物資については、市内の小中学校や介護福祉施設、医療機関等において有効に活用させていただいております。

国の緊急事態宣言が5月25日に解除されてから、2ケ月以上が経過し、守谷市では皆様にできるだけ早く支援をお届けできるよう、これまで4回にわたり補正予算を編成し「感染症対策の強化」と「生活支援」に向けた対策を進めてまいりました。
茨城県では、新型コロナウイルス感染症に関する対策指針がStage（すてーじ）2から、Stage（すてーじ）3へ引き上げられましたが、長期化が予想される新型コロナウイルス感染症の対応については、社会経済活動を維持しつつ、メリハリの効いた感染症防止策に取り組むことが急務となっております。

現在、全国的に新型コロナウイルス感染症が再拡大しており、県内でも飲食店等で歌唱を通じた、いわゆる「昼カラ」などによる感染が広がっており、換気の悪い環境下で大量の飛沫を飛散させる行為は、新型コロナウイルス感染症の拡大を招きやすいといわれています。

市民の皆様には、県が呼びかけてる「いばらきアマビエちゃん」のある施設の利用、特に、大規模イベント等においては「いばらきアマビエちゃん」のない施設の利用の自粛をお願いするとともに、事業者の皆様には、業種別ガイドラインを活用した感染防止対策の実施と「いばらきアマビエちゃん」の登録など感染拡大防止へのご協力をお願いいたします。

概ね70代を超えるご高齢のかた、基礎疾患をお持ちの方、重症リスクの高い方などの外出や都内への不要不急の移動・滞在などについては慎重な対応をお願いいたします。
また、市では、今後も市民の皆様が安心して外出いただき、社会経済活動を回復させていくため、新たな生活支援策についても準備をすすめております。

　
市民の皆様には、引き続き、感染防止対策が行われていない場所への外出を控えるなど「新しい生活様式」に基づき、あらゆる場面での感染予防対策の徹底をしていただきますよう、ご理解とご協力をお願いいたします。

Dear citizens of Moriya,
This is Nobuhisa Matsumaru, the Mayor of Moriya.

I would like to express my heartfelt gratitude to all citizens and business operators for their cooperation in preventing COVID-19.
　
Furthermore, I am truly thankful for the generous donations of masks and other supplies, as well as donations to the funds for urgent COVID-19 countermeasures, received by individuals and organizations.
　
These supplies will be put to good use in elementary and junior high schools as well as welfare and medical facilities in Moriya city.
　
Two months have passed since the nationwide state of emergency was lifted on May 25 th. Moriya city has compiled a supplementary budget four times in order to strengthen prevention measures and provide livelihood assistance, to ensure support for all citizens in a timely manner.
　
As a result, Ibaraki prefecture has raised the COVID-19 caution level from Stage 2 to Stage 3. Since COVID-19 is expected to be a long-term challenge, there is an urgent need to find efficient prevention measures while also continuing social and economic activities at the same time.
　
At the moment, the number of COVID-19 infections is rising again all over Japan. In Ibaraki prefecture there have been infections as a result of gatherings in restaurants which included singing. Such activities in poorly ventilated closed spaces can potentially lead to airborne transmission and allegedly facilitate the spread of COVID-19.
　
As advised by Ibaraki prefecture, the use of facilities that are registered in the COVID-19 contact-tracing system 「Ibaraki Amabie-chan」 is recommended to all citizens. Especially for large-scale events, avoiding facilities that do not use this system should be considered. Also, I would like to ask business owners to adopt COVID-19 prevention measures in line with the guidelines for their business type and register their business in the「Ibaraki Amabie-chan」 system.
　
In particular, persons who are facing a higher risk of becoming severely ill, such as elderly people over 70 or those with a pre-existing disease, are advised to stay home and avoid non-urgent outings to the Tokyo metropolitan area.
Moriya city will continue to prepare measures for livelihood support in order to ensure the safety of citizens as well as the recovery of social and economic activities.
　
Going forward, I would like to ask all citizens for your understanding and cooperation to take thorough prevention measures and practice the 「New Lifestyle」, for example by avoiding places that do not employ sufficient COVID-19 prevention measures.
