新型コロナウイルス感染症に関する市長メッセージ（12月4日掲載）

市民の皆さまには、新型コロナウイルス感染症拡大防止に、多大なるご理解とご協力を賜り厚く御礼申し上げます。

はじめに、新型コロナウイルス感染症に、日夜、最前線で対応しておられる医療機関の皆さまに、心から敬意を表します。コロナウイルスが一刻も早く収束し、医療従事者、全ての皆さまが安心して笑顔で暮らせる日々が戻ってくることを心よりお祈り申し上げます。

国内では、12月に入り新型コロナウイルス感染者数が連日2千人を超え、重症者数も500人に迫る勢いで増加しております。本市では、いまのところ、感染者数の増加傾向は続いているものの、急速な拡大には至っておりません。

茨城県では、11月27日以降、本市を除く、新型コロナウイルス感染者数が増大している、県南地域を中心とした12市町に対して、「感染拡大市町村」と位置づけ、ピンポイントでの対策を実施するため、外出自粛等の要請を行いました。これは、人口1万人当たりの新規陽性者数が1.5人以上となり、国の指標で2番目に深刻な「ステージ3」に相当する状況になったことによるものであります。対象地域の12市町では、不要不急の外出自粛の要請を12月13日まで、また、酒類を提供する飲食店や接待を伴う飲食店等についても、同じく12月13日まで間、午後10時から午前5時までの時間、営業を自粛するよう要請しております。本日時点で、守谷市は「感染拡大市町村」には含まれておりませんが、該当市町村に必要な外出をする際には、適切な対策をとっていただき、感染防止にご協力をお願いいたします。

守谷市では、12月3日時点で人口1万人当たりの新規陽性者数は1.02人となっており、国の指標である「ステージ3」は下回っておりますが、県南地域での感染状況が深刻化し、つくばエクスプレスで都心と直結している本市においても、感染防止対策の徹底など、感染拡大防止への取り組みが急務となっております。

年末年始に向けて、感染拡大を食い止めるには、これからの2週間が極めて重要な時期であるとともに、このまま感染者数が増加し続けますと、医療提供体制等への影響も心配されます。市民の皆さまには、引き続き、マスクの着用、3密の回避、室内の換気、手洗い等の基本的な感染防止対策にご協力をお願いするとともに、概ね70代を超えるご高齢のかたや基礎疾患をお持ちのかた、妊婦のかたなどは、外出について慎重な対応をお願いいたします。

市では、今後も全力を挙げて新型コロナウイルス感染症の拡大防止に取り組んでまいりますので、ご理解とご協力のほど、よろしくお願い申し上げます。

This is Nobuhisa Matsumaru, the Mayor of Moriya.
I would like to express my heartfelt gratitude to all citizens of Moriya for your great understanding and cooperation in order to prevent the spread of COVID-19.

First of all, I hereby express my deepest respect to all medical institutions dealing with COVID-19 on the front line day and night. I hope that the COVID-19 pandemic will be resolved as soon as possible, and that we can return to those days when healthcare professionals and everybody else can live their lives safely with a smile.

In Japan, the daily number of people confirmed to be infected with COVID-19 has exceeded 2,000 every day in December, and the number of persons who are in a severe condition is constantly rising, reaching a number close to 500 people.

Starting from November 27th, 12 municipalities in the southern part of Ibaraki prefecture (excluding Moriya) have been designated as “municipalities where COVID-19 is spreading” and residents are asked to refrain from going out unless necessary. This is because the number of newly confirmed persons who tested positive for COVID-19 per 10,000 inhabitants is more than 1.5, which corresponds to the second most serious category on the government’s classification system, which is “Stage 3”. In the 12 municipalities of the targeted area, residents are requested to refrain from going out unless necessary until December 13th. Furthermore, restaurants that serve alcoholic beverages and restaurants offering entertainment to customers are asked to refrain from operating between 10pm to 5am until December 13th. As of now, Moriya city is not included in the list of designated municipalities, but please be vigilant and take the appropriate infection prevention measures, if you happen to visit these municipalities.

As of December 3rd, the number of newly confirmed persons who tested positive for COVID-19 per 10,000 inhabitants in Moriya city is 1.02, which is below the government’s classification of “Stage 3”. However, since the situation in the southern part of Ibaraki prefecture is becoming more serious, containing the spread of the infection, for example by employing very thorough infection prevention measures, is urgently necessary in Moriya city, which is directly connected to the Tokyo city center via the Tsukuba Express.

If the number of infections continues to increase the way it does right now, there would be reason for concern about the impact on the healthcare system. Therefore, the next two weeks are of great importance in order to stop the spread of the infection toward the year-end and New Year holidays. I ask all citizens for their continued cooperation to adopt the basic prevention measures such was wearing masks, avoiding closed and crowded spaces, ventilating rooms and washing hands. Furthermore, elderly people in their 70s or older and those with underlying diseases as well as pregnant women are asked to be particularly careful when going out.

Moriya city will continue to do its utmost to contain the spread of COVID-19, and we greatly appreciate your understanding and cooperation.
